Compared are the cut Panini Version (Italian TV broadcast) and the Uncut Version.
18 cuts = 17 seconds Basically, there are two versions of Naruto Shippuden: - Uncut Version / Japanese Fassung (= Japanese DVDs / German DVDs/Blu-rays by New KSM): The Uncut Version is available on DVD in Japan. The German Blu-rays/DVDs (used for the following comparison) contain the Uncut Version as well. - Panini Version (= Panini DVDs / Italian TV Version): Back in the day, Panini bought the license for both Naruto and Naruto Shippuden in order to release the shows in Europe. But more important, Panini is the reason scenes are retouched, recolored or black and white which also explains why the European Versions are all censored - such as the Italian TV Version which has been used for the following comparison. 10:38
