Same procedure as every year: The next DVD set of Family Guy available since December 2018 in the USA contains all episodes of Season 16. Here, too, the episodes are in an extended or simply uncensored version compared to the original TV broadcasts. A sticker on the plastic foil reveals this again. On the DVD set itself there are no further hints.
Episode 13 ("V is for Mystery") offers an additional scene with Herbert. Pedophilia is always a concern for a censorship assumption, but with his character this is actually already common in Family Guy, which is why the present passage probably only were cut for tightening reasons for the TV broadcast.
As always, care must be taken with the German release with the same name "Staffel 16", which has been available since August 2018 - this is actually only the episodes from Season 14.
Remark: Episode 12 ("Send in Stewie, Please") only has a beep tone audio censorship in the 3rd minute when Stewie says "That I have a fucking British accent". Here a separate cut-report was omitted.
After the train has passed the station, one sees an additional scene with Herbert, who admires the pedo-advantages of the old times.
Herbert: "All right, boys. Now behave. Or I'm gonna have to drop those shorts and paddle your bare bums, which is perfectly acceptable in these times, even encouraged. Oh, these wonderful times!"
