Compared are the Theatrical Version and the TV Version (both available on the US Blu-ray by Shout Factory).

It is time for the huge game against Baltimore at the Los Angeles Memorial Coliseum. Thousands of fans want to see the game live. A sniper sneaks up a tower in order to create chaos. Lieutenant Peter Holly's attention is being drawn to him. In cooperation with the team at the stadium and S.W.A.T. team leader Sgt. Button, the try to keep the worst from happening. But he sniper opens fire and panic spreads.

"Two-Minute Warning" is one of those 70s flicks with big budget and an excellent cast who has to deal with a catastrophic scenario - similar to "The Sworm" or "Airport". Due to the subliminal threat, the result is quite suspenseful whereas the action only takes place at the end of the movie.

The bosses at NBC were not exactly happy with the concept of a psycho randomly shooting people but they wanted to make it a prime time movie anyway. In order to do so, numerous changes were being made. An entirely new frame story was created. The sniper now is Vietnam vet Cook who got hired as a distraction for an art heist. At the same time, rich investor Cooper Adams and his female company Patricia Owens are in charge of an exhibition of very expensive art on which the thugs have their eyes on. Cook ought to cause confusion but nobody is supposed to get hurt which is why stadium lights and empty seats are the main targets. In order to get out of the stadium, he is supposed to use a secret passage build inside the tower. But a lot of things go wrong. The thugs manage to get their hands on the paintings but the people leaving the stadium in panic keep them from getting to their car and they get busted instead. Patricia is also involved in the heist but she has second thoughts because Cooper to sign over the art collection to her. Coop gets shot by Peter because his escape did not go as planned. The new plot does not make any sense. Hiring a sniper in order to distract people from an ongoing heist does not sound like a good plan. A lot of the new scenes are rather boring. The thugs walk around in the museum like forever before anything happens. It also takes like forever when Cooper and Patricia are on their way to the game only to decide to get back when they finally get there.
Even new scenes with Charlton Heston were shot. Amusing the scene when he realizes out of nowhere that the sniper is is just a distraction for the art heist.
Since there is a lot of new footage for the TV Version, footage from the Theatrical Version was cut. Several subplots are either shorter or completely removed and so has every single gory detail. In the TV Version, not a single person watching the game gets shot. Any kind of swear word is missing as well. This will only be mentioned in the Theatrical Version when actual footage is also missing.

The TV Version is quite a curiosity. Those who have not seen the movie yet should watch the Theatrical Version firsst.

A shorter article regarding the differences can be found here- in case the comparison is too long.
