Comparison:

Non-Japanese Version
Rating: PEGI 3+
Region: USA/Europe

Japanese Version
Rating: CERO A
Region: Japan

Release: Sep 24, 2013 - Author: Jim - Translator: Mr Miau
As already mentioned in the comparison for Pokémon Platinum, the 2009 games HeartGold and SoulSilver were affected by the stricter laws for gambling as well and the gambling hall lacks the slot machines again. However, at least the slot machines were replaced by something else and were not used as a place to randomly find money, as was the case with Diamond/Pearl. On the other hand, the censoring did not only affect the European but every Non-Japanese version of the game.
Slot Machines
The slot machine mini game is missing in every version but the Japanese one.

The rest of the world can play another mini game instead, which is called Voltorb Flip. The player has to turn hidden cards over and find as many multiplier cards as possible. To a large extent, the game needs luck, although a bit of thinking helps to estimate where the cards that end the game can be found.
